Board of Stewards Role Description
Intent: To have a diverse group of community members who are actively advocating for the program and thinking about the big picture including program goals, accountability and director support.
Background: The original stewards were active in developing the program and initial agreements with the district.
The Board of Stewards are a group of committed volunteers who are empowered to perform or help perform the following roles within VISION HCP:
- Nurture and grow integrity to the program mission, philosophy and principles.
- Advocate for and facilitate advocacy for the program and its mission.
- Facilitate program-wide learning and a sense of unity.
- Ensure integrity to written program-wide agreements with outside entities.
- Facilitate the hiring, support and evaluation of program directors
- Hear appeals and be the last step in due process.
Participation on the Board of Stewards is open to anybody in Delta County. It is not truly a representative board, but people who want representation on the Board are encouraged and invited to participate. Ideally this would include young people, parents, educators, community members, and resource consultants who represent all VISION HCP communities.
A person becomes an official steward when he or she:
- has demonstrated active commitment by attending at least three recent meetings.
- has the intent to be an active and committed steward for at least a year.
- shows an understanding and commitment to VISION HCP mission, philosophy and principles.
- is elected by consensus by all attendees at a Board of Stewards Meeting after the aforementioned criteria are met.
The Board of Stewards makes decisions by consensus (see a description of the consensus process in the Program Handbook). All steward meetings are open to the public, and the intent is that any decision will be by full consensus of everybody present at the meeting. The official stewards may exercise the right to make a decision without the full consensus of non-stewards who are present only after all-meeting consensus has been tried without success, those who are blocking a decision are listened to carefully, and there is consensus among the official stewards that there is an urgent need for a decision.
For appeals, one meeting is sufficient for a decision. When the issue affects program wide agreements or mission, philosophy and principles, no final decision will be made in the same meeting where a proposal is first put on the floor.
As VISION HCP is a grassroots organization, the intent of the Board of Stewards is not to direct or dictate but rather to advise, to trust and empower local decision-making, and to limit board actions to those that are necessary to fulfill the stated steward role.

Exit Information: All members are asked to commit initially to at least a two-year term. If, however, a steward feels that he/she is no longer offering anything to the program or the program is doing little to energize them, that steward may resign. The motion to expel a member of the board may be agreed upon by consensus minus one. The member to be expelled will have a minimum of one month to plead his/her case and may request input from members of the VISION HCP community and staff. |
